How do you become a psychologist in India?
In India the title "clinical psychologist" is tied by law to the Rehabilitation Council of India: you need an RCI-recognised qualification and registration in its Central Rehabilitation Register. The two-year M.Phil in Clinical Psychology is being replaced by a four-year bachelor's plus a two-year Master in Clinical Psychology. Other psychology titles fall under the 2021 allied health law, still being set up.

The short version
- An RCI-recognised qualification in clinical psychology: the new four-year bachelor's plus a two-year Master in Clinical Psychology (replacing the M.Phil), or another course RCI lists. RCI
- Registration in the Central Rehabilitation Register (CRR) through RCI's online portal. RCI
- Renew every seven years with 100 continuing rehabilitation education points. RCI
1. The law: who may call themselves a clinical psychologist
The Rehabilitation Council of India Act 1992 counts clinical psychologists among rehabilitation professionals, and only enrolled professionals with a recognised qualification may practise as one; breaking this can mean up to a year in prison, a fine, or both. RCI Act RCI's Central Rehabilitation Register includes clinical psychologists and rehabilitation psychologists. RCI
The Mental Healthcare Act 2017 defines a clinical psychologist as someone with an RCI-recognised qualification in clinical psychology, or a postgraduate degree in psychology plus a two-year M.Phil in clinical psychology with supervised training from an RCI-approved university. It also asks each State Mental Health Authority to register clinical psychologists. Mental Healthcare Act
2. The degrees
The M.Phil is ending. The UGC told RCI that admissions to the M.Phil in Clinical Psychology could continue only until the 2025–26 session. RCI notice In its place, a two-year master's started in 2025–26, for people with a four-year psychology bachelor's; RCI said CRR registration would then be issued only after completing this four-plus-two route. RCI notice In May 2026 RCI renamed the degrees the Bachelor in Clinical Psychology (B.Clin.Psy.) and the Master in Clinical Psychology (M.Clin.Psy.). RCI
RCI's course list (updated June 2026) still shows three older routes as continuing: the M.Phil, a one-year Professional Diploma in Clinical Psychology, and a four-year Psy.D. RCI Diploma holders register as "Clinical Psychologist (Associate)", distinct from M.Phil-qualified clinical psychologists. RCI syllabus The Psy.D includes at least 4,000 clinical hours and a 2,000-hour internship. RCI syllabus
3. Registration with RCI
Since October 2025 there is no fee for a new CRR number, a renewal or an added qualification. Students pre-register for Rs 100, or pay Rs 500 if they have not done so in the first three months of the course; registration is valid for seven years and renews automatically with 100 continuing rehabilitation education points. Late registration costs Rs 100 a month, up to Rs 5,000. RCI
4. Other psychologists and counsellors
RCI has no category for counselling psychologists. RCI The National Commission for Allied and Healthcare Professions Act 2021 lists "Psychologist (Except Clinical Psychologist covered under RCI)", counsellors and behavioural analysts among behavioural health professions, and says only registered professionals may provide those services. NCAHP Act The government told Parliament in July 2026 that the commission has been formed, its online enrolment portals went live in October 2024, and 29 states and union territories have set up councils. Lok Sabha answer Whether psychologists are actually being registered under it yet is not stated.
5. If you trained in Pakistan or elsewhere abroad
RCI recognises the qualifications listed in its Act, which are Indian ones. It can recognise a foreign qualification only through a reciprocity agreement with an authority abroad, followed by a government notification. RCI Act The 2021 allied health law leaves foreign qualifications to regulations, and lets foreign nationals practise only if enrolled in their own country and only for a period the government sets. NCAHP Act We found no notification recognising any foreign psychology qualification, including Pakistan's.
What we could not confirm
- Pay: no official government pay figure for psychologists could be read.
- Whether any foreign psychology qualification, including a Pakistani one, has been recognised by RCI or under the 2021 law.
- Whether psychologists other than clinical psychologists are being registered under the 2021 law, and whether its restriction is enforced.
- Whether State Mental Health Authorities are registering clinical psychologists, and whether any institution still admits to the M.Phil from 2026–27.
- Changes RCI made after our sources were captured: its website could not be reached, so its pages were read from archived copies of the official addresses.
