How to become a psychologist in Pakistan
Checked on 26 September 2026 against the law, HEC's policies, the Allied Health Professionals Council's own site and university programme pages. Each statement links the page it comes from. How do you become a psychologist in Pakistan?
Complete a four-year BS in Psychology (16 years of education), add clinical training through an MS in Clinical Psychology or a one-year clinical diploma with supervised hours, then pass the Allied Health Professionals Council licensing exam and register with it. Under the AHPC Act 2022, practising psychology without that licence is unlawful.

The short version
- Do a four-year BS in Psychology (or Applied or Clinical Psychology). That is 16 years of education.
- For clinical work, add an MS/MPhil in Clinical Psychology or a one-year clinical diploma (ADCP), which includes supervised internship hours.
- Pass the Allied Health Professionals Council (AHPC) licensing exam and register with it. Since 2022, practising psychology without an AHPC licence is against the law.
- Keep up continuing professional development, and a PhD if you want to research or teach at a university.
1. The degrees
BS (four years)
Since Fall 2023, every bachelor's degree in Pakistan follows HEC's Undergraduate Education Policy: 120 to 144 credit hours, including a compulsory six-to-eight-week field placement worth 3 credit hours. source HEC generally treats a four-year BS as 16 years of education, the same level as the old MA/MSc, though it decides equivalence case by case. source
Associate Degree (two years)
An Associate Degree counts as 14 years, like the old BA/BSc. source With a CGPA of at least 2.00 you can join the fifth semester of a BS in the same subject without deficiency courses. source Some universities offer one in psychology. NUML It is a way into the BS, not a replacement for it: MS/MPhil admission needs 16 years.
MS or MPhil
Admission needs 16 years of education (or a four-year degree of at least 120 credit hours) and an admission test with a 50% pass mark, or GRE/HAT. source HEC treats MS and MPhil as the same level: both need at least 30 credit hours. source For clinical practice, the degree to look for is the MS in Clinical Psychology.
The one-year clinical diploma (ADCP or PGD)
HEC's graduate policy does not cover stand-alone clinical diplomas, so each university sets its own entry rules. The University of the Punjab's Centre for Clinical Psychology asks for a four-year BS or an older MA/MSc in psychology, an entry test and an interview. PU The National Institute of Psychology at Quaid-i-Azam University asks for a BS or MSc in psychology with at least second division, over 12 months. NIP At the University of the Punjab, a diploma holder with 16 years of education can top up to the MS in one year. PU Clinical diplomas listed here.
PhD
A PhD needs an MS/MPhil first, with a CGPA of at least 3.0 out of 4.0 (or 60% in the annual system). HEC allows an exception route for lower grades. source
The old two-year route is closed
Two-year BA/BSc programmes were ended, and HEC's 2019 notification said there would be no MA/MSc admissions after 31 December 2020. HEC 2019 HEC's news of June 2024 gives the MA/MSc cut-off as 30 June 2022 instead, and says degrees from these programmes taken after the deadlines will not be recognised or attested. HEC 2024 The two HEC documents disagree on the date; check with HEC if it affects you. An older MA/MSc in psychology is still accepted for entry by some clinical programmes. STMU
2. Clinical training: supervised hours
No HEC or AHPC document we read sets a national minimum of supervised clinical hours for psychology. Each programme sets its own, and they differ a great deal. Each figure below applies only to the programme named.
| Programme | What its page says |
|---|---|
| University of the Punjab: ADCP and MS Clinical Psychology | 1,020 hours of supervised clinical internship in hospitals, and 765 hours of supervised client consultation, with weekly case conferences. source |
| Shifa Tameer-e-Millat University: MS Clinical Psychology | Two clinical internships of 380 to 400 hours each, in semesters 3 and 4. source |
| Lahore College for Women University: BS Applied Psychology | An internship of 80 hours. source |
| Muhammad Ali Jinnah University: BS Psychology (clinical specialisation) | 50 hours of supervised clinical work. source |
| NIP (QAU) diploma, Bahria MS, UCP BS | Internship given in credit hours only; hours not stated. NIP Bahria UCP |
Before you enrol, ask the department in writing how many supervised hours you will do, where, and who supervises. Record them as you go in the supervised-hours logbook, and see places that take psychology interns.
3. Registration and the licence: the AHPC
The Pakistan Allied Health Professionals Council Act 2022 (Act IX of 2022) covers the whole country. Its Schedule I lists "Psychology and counseling" as an allied health discipline. the Act A 2024 amendment to the schedule changed other entries but not this one. SRO 1563
- You need a licence to practise. "No person may carry out any allied health functions or practice in any discipline" under the Act "unless licensed and registered by the Council" (section 24). Health care establishments may not employ someone who is not registered. source
- Registration needs a recognised qualification and the licensing exam (or a recognised foreign licence). The Council must register you within thirty days of a complete application (section 21). source
- The licensing exam is to be held at least twice a year for each discipline (section 17). source
- Penalties: up to three years' imprisonment or a fine of up to one million rupees for, among other things, falsely claiming to be registered. An establishment employing an unregistered professional can be fined two to five million rupees (section 25). source
- Titles and prescribing: the Council must ensure that no allied health professional "shall designate himself as doctor for professional purposes", and none may be given the right to prescribe drugs (section 4). source
- CPD: the Council must run continuing professional development, but the Act sets no number of hours and no renewal period; those are left to regulations. source Keep your own CPD record meanwhile.
- The experience route has closed. People with five years' experience could apply for recognition only within the Act's first year (section 16). source
The 30 June 2026 deadline
News reports in January 2026 said an AHPC notification of 16 January 2026 required everyone working in allied health fields, psychology and counselling included, to register by 30 June 2026. Medical News We could not find that notification on the AHPC's own site, and the date is not in the Act itself. If you practise and are not registered, treat registration as overdue.
How to register
Registration is online only; paper applications stopped on 21 March 2025. AHPC Fees are paid through the portal and are not refundable; the AHPC does not publish the individual fee on the pages we read. AHPC Only one application is allowed at a time, in the right category. Anyone can check whether a professional is registered at accounts.ahpc.org.pk/verification.
For students: your programme must be registered too
The AHPC's August 2026 public alert warns that studying on a programme that is not AHPC-compliant "may result in non-recognition of qualifications and ineligibility" for a licence. Students must get an AHPC unique registration ID within two months of admission. AHPC alert The AHPC's home page says it has started registering MS/MPhil and PhD programmes, and that degrees from programmes not registered with it will not be registered. AHPC
4. Opening a clinic: provincial healthcare commissions
The provincial commissions license premises, not individual psychologists; the individual licence is the AHPC's.
- Khyber Pakhtunkhwa: the Health Care Commission lists a "Psychotherapy Centre" as a type of establishment to register, at Rs 5,000 without in-patient beds and Rs 10,000 with them. KP HCC
- Sindh: the Healthcare Commission's fee structure has "Allied Health Professional" lines, single and multiple specialty. Its pages do not say whether a psychology practice falls under them. SHCC
- Punjab: the Healthcare Commission's licensing fee table has no psychology or psychotherapy line, and its Act does not name psychologists. PHC
Ask the commission in your province before you open premises.
5. Professional bodies
Membership is a professional affiliation, not a licence to practise; only the AHPC licenses.
- Pakistan Psychological Association, established 1968, offers life membership to people with a BS (completed at least three years earlier), MS/MPhil or PhD. PPA
- Pakistan Association of Clinical Psychologists, founded 1987, offers full membership to people with an MS or ADCP (or higher) in clinical psychology from an HEC-recognised university, and student membership to those enrolled in one. PACP
6. The Pakistan Psychological Council bill
A separate council for psychologists has been proposed for years. A Senate committee rejected the 2021 bill in March 2022 because the AHPC Act already covered psychology and counselling. Dawn New versions followed: Radio Pakistan reported the National Assembly passing a 2024 bill, Radio Pakistan and a 2025 bill was introduced in the Senate and sent to committee in December 2025. Radio Pakistan We found no source showing any version became law, and it is not on the Pakistan Code. Until it does, the AHPC is the regulator.
7. Before you choose a programme
- Is it AHPC-compliant? Check the AHPC's latest public alert. The August 2026 list names psychology programmes only at BS level; it names no psychology diploma or MS.
- Is the university recognised by the HEC? Use HEC's recognised universities list.
- How many supervised hours, where, and with whom? Ask in writing; the programmes above range from 50 hours to more than 1,700.
- Will a diploma be enough for you? No AHPC source says whether an ADCP or PGD is accepted for registration. If you want a licence, an MS keeps more doors open, and some universities let you top a diploma up to one.
Compare real programmes, with fees and entry tests from each university's pages, in psychology programmes in Pakistan (90 listed).
What we could not confirm
- The text of the AHPC's 16 January 2026 notification (only news reports describe it).
- The AHPC's individual registration fee and document list (the guidance is an image and the portal needs a login).
- Whether the AHPC registers people whose highest psychology qualification is a diploma (ADCP/PGD) or an Associate Degree.
- Whether a psychologist's own clinic must register with the Punjab or Sindh healthcare commission.
- What happened to the Pakistan Psychological Council bill after December 2025.
